Go on petfinder.com and look. They have lots of rescues and shelters on there. You can search by breed, sex, age, and/or locattion. There is a good chance that you may be able to find a pure bred on there.
Otherwise, try doing a goolge search for Toy Poodles and your state. If you are really determined on a high quality pure bred, you might just have to pay the high price. You can also try kijiji.com. Good Luck.
I also think you should go to a shelter.
Reason
The dogs at a shelter are dogs that have been abandon by their owners, found stray, or given by people who can’t afford to keep the dog or are moving and can’t take the dog with them. Sadly, if a dog is at the shelter for to long they suffer from what is called separation anxiety or has to be put down. Usually all they want is love and affection from you, and best of all you can pick one up for little t no money. Dogs from a breeder don’t need a home right away. They are pampered and treated like royalty. When you buy these dogs they expect the same treatment from you. They are also very expensive.
I hope I helped
For that price range your only acceptable options are your local shelter or poodle rescues. You aren’t going to find a toy poodle for that low from a reputable breeder.

Rescue info is on the right side of the page.
Why can’t you just go save a dog from a shelter???
