Why Can’t The Dog Tell A Toy Thing From A Live Thing At First Sight?

Instinct!
Its a very strong urge and at best it can be controled with training but if its bred in there your not going to be able to control it.
However you can control the situation to some degree. Long leash while walking is a good idea if your dog goes after squirrels/rabbits etc. He still gets some freedom while you retain control.

Mine can! A lot pups cannot though. Dogs go by sense of smell over vision usually. They can tell by smelling if something is alive! However, most puppies can’t differentiate at first and it is funny! It’s just like how when a pup see it’s self in a mirror for the first time and thinks it’s another puppy and will start barking. That’s so cute and funny.
